Hello forum members,I am from Bangladesh.I am a college teacher. It is an intermediate college(11&12 class).Visa officer wrote to my consultant that my college is equivalent to secondary school in canada. For this i am not eligible. But i know about lots of applicants who got canada visa though they used to do job at intermediate college. One of my familiar applicant who was a English teacher at Rajuk Uttara Model School & College(11&12 class) got canada visa & went to canada.my consultant wrote to visa officer & i wrote to Program Manager 3 times.Recently i got CAIPS note where my re-consideration(to Program Manager) letter had been attachment. My question is,Why they give visa someone &refuse others. Is it right eligibility depend on visa officer to visa officer?

Visa officer sent refusal letter on 17 April,12 and wrote to me, the processing fee that I have paid is refundable. I will receive a cheque within eight to twelve weeks. but it is about forty eight weeks passed,I did not get a cheque. He also wrote to me that " There are no provisions requiring a visa office to reconsider an eligibility decision. The legislation does, however, provide for applicants to ask the Federal Court of Canada to review decisions related to immigration." They already destroyed my life, spent lots of money & energy. " Please give me suggestion, what should I do now? Are they like to play with my life?
