RCMP fingerprinting from another province

Hi,

Can I do my RCMP finger print from a different province (RCMP)? assuming I plan to visit a friend and stay some time there. Would that be an issue?

As far as I know it is BIG NO, as they asked me for my fp and when I called one of region in Ontario that on my way back I can finish this but they asked me if I'm resident of this region/town and when untold them no that told me to contact local police office as you are resident there so they will process.
So according to my knowledge it is NO may be some other experts can explain betteŕ .
