Do you know which thread this was in so I can read about it? Thanks!
Here it is:

let me know what you are planning to do. It is a mistake for sure, but I am worried about they declining the application by simply saying you did not upload the document which was required.
I have the exact same worry as you! My plan is if I do not hear back by middle of next week to go ahead and upload this LOE. Then I will call and pray for the best!

So today I called in and was told to upload a throrough LOE into the place holder for the RCMP check. The lady on the phone said that it does appear the request is in error because you have no Canadian addresses listed. She did say that if they still need one, but for a different reason, or need a different document all together, that I will receive a message and I will not just be declined. I will write it this weekend and submit Monday. I will update the forum on what happens. I hope I get my PPR 5 days later like the one example of this in a previous forum!

Bingo.. I was told the exact same thing today.. and I did upload a letter explaining everything. Hope we get ppr next week. All the best and keep posted..

Did you upload it in the RCMP slot that appeared in your online account?

Hi All,

I have received a message today in my CIC account to submit a RCMP Criminal Record Check: You must provide an RCMP certified criminal record check based on fingerprints.

However, I've never been to Canada in my life & now I'm outside Canada! & it was clear in my application! so why are they asking me for this?

LOL, because IRCC cannot simply assume that every applicant is telling the truth.

IRCC automatically conducts name-based criminal records checks for ALL applicants (that is why we do not need to submit a Canadian PCC).

If you have the misfortune to have the same name as someone with a criminal record, the the only way to clear your name, so to speak, is to have a fingerprint-based RCMP check done.

It is a PITA, no doubt, but I don't think there's any way around it. To finish processing your application, IRCC needs to confirm that you are not the person with the criminal record.

People on this forum can provide a lot of assistance on how to get it done, if you tell us where you live.
Best of luck -

I agree but if the reason they give makes no sense, like living there when you never did, you should explain why it doesn't apply. People can make honest mistakes.

Yes, I uploaded it in the same field.
THe issue date has to be the date when you upload. Expiry is a year later.

I also attached the copy of passport with all the stamps it has on it till date.

On my account, it says the docs have been uploaded. Waiting for them to review.

Partially agree with you. See immigration department are the ones who can pull my records. THey exactly know if i visited canada before or not. It doesnt matter if there is a different person with the same name. The can cross check DOB, Passport details and so many other things. I think it is an honest mistake and couple of other people in differrent forums faced this before and they did the same thing. either emailed them or uploaded the LOE and it was corrected. We hope the same happens with us as well. otherwise liek you said, we may have to do rcmp. it is just going to delay the process, nothing else.

Usually it's your name and other personal particulars come close enough to a potential target so they needed your fingerprints to rule you out, or confirm that you are the target.

Guys, interestingly... I'm the opposite. I studied in Canada a few years back and they haven't asked for my RCMP certificate over 100 days since AOR. I read in my notes that they did a RCMP check on me and found no reportable trace. I wonder if that's already sufficient or they will ask for it in a later stage.

When did you email them? Typically they reply in 4 days. Did you get any reply?
I emailed CPC Ottawa on July 14th and have heard nothing back. I was planning to upload my LOE today. I'm nervous as I hope I'm not shooting myself in the foot!
