After ITA you have only 60 days to submit your application and if you submit incomplete application they will refuse it. what should I do in this situation?

You do not need to send RCMP clearance until IRCC asks for it. Apply for RCMP now and if they ask for it and you don't have it, send them the receipt from the agency where you got your fingerprints from and upload a LOE along with it for extension.

it all depend what are your current circumstances are . your charges are dropped ? reduced ? or withdrawn ? or discharged or stayed.
