Even if you receive PPR you do not have to move Canada on the spot. You can do soft landing and later on move permanently (like after you will work off your education fees).
As @vensak said, you can go ahead with your application. If you already got ECA and IELTS then create profile, claim appropriate points, receive ITA, Submit documents and get copr. After that you will have validity of the copr untill your passport or medical expires which ever comes first. You can go Canada for a week, do all formalities, apply for PR card and come back to your own country. All these times you can keep your job and continue working until you fulfil your obligations. There were 2 draws in Jan and Feb with a CRS cut off less than 448, so you should have got an ITA previously or did you improve your score after Feb 21st?Hi Everyone,
I have been following this blog for a while - can i please ask one questions. my CRS score is 448 since Jan 2018. We received OINP that was expiring on Mar 27th 2018 and we just registered for it yesterday.
My question is will I still receive an ITA even if i have registered for OINP or will CIC not issue me one even though my score is higher than the cut off of 446.

Let's assume you get ITA in the next draw and then get your passport stamped by November. In December, you can take a week off and fly to Canada and complete the PR formalities and return back to your home country and continue working till Nov 2019. In Dec 2019 return back to Canada. I think you should consider paying the $10000, I think it is worth it.This is torture! I'm currently 448 but I can't apply until the end of the year (because I can't leave my employer until the end of next year or I will owe them $10000 for study fees). I really hope I don't live to regret not applying when I currently qualify!
