I am in est time zone and last draw happenned around 1030 am for me.that was 13:29 UTC which means 7:00 PM IST
probably they are trying to increase the ITA numbers in the system, hence the delay.
That is the time of the draw, draws results are published like 2 hrs after the draw. The last draw was published about this very minute on that day.While most of the draws have happened around 13:30 UTC, and its approx. 15:15 UTC now, there were a few draws that happened at a much later time like the one on 15th Nov that happened at 17:54 UTC:

Thanks buddy.I hope that you mean time by "how much". It takes from 30 - 60 days for the nomination to be processed and 1500 CAD (refundable only if your application is incomplete). Yes, you are eligible for direct ITA. You may withdraw your OINP application anytime you feel like but remember, you paid 1500 CAD and that's not refundable.
