Why are people freaking out at tie breaking rule with date May 29, 2017?
It could be that, someone with less score earlier might have gained CRS points later.

People in the pool will be ranked by CRS and then the date the person submitted the profile.
The fixed number is the 3000 ITA this time.
So, the system will pick out the top 3000 people in the pool.
Probably the date and time of tie breaker is exactly the time the person submitted the profile,
or in between the 3000th and 3001st, to make sure the system picked out 3000 ITA.
