Hi, have you tried to get the maximum possible band in ielts listening and speaking? Try to increase your score a little bit and that will help

Had 6.0 in listening and 7.5 in the rest.

I have done a 4 years Bachelors Of Engineering from India

While applying for my WES ECA, the website seems to indicate that the secondary and higher secondary education need to be added for analysis.

I was under the impression that I needed to only get B.E (undergraduate course ) evaluated. Do I need to get my tenth grade and twelfth grade marks evaluated as well ? Can somebody please clarify ?

If yes, how should I get my tenth and twelfth grade mark sheets attested ?

Any help or pointers here would be highly appreciated

School certificates are not required for WES. Just get the transcript of following 4 year degree certificates:
1) Degree certificate
2) Provisional Certificate (if you have)
3) Consolidated marksheet (all semester marks in single sheet)

Do applicants with CRS 359 have hope of ever getting an ITA. I feel discouraged.

You are in express entry pool that means you are eligible for immigrate to canada. So you have BIG hope already. All you need to do is, explore all possible ways to boost your score. You can try to improve your ielts band, clb 9 in all modules can take you over 400. If not added then add your spouse education and languge though it will not fetch you too much but will help.
Most importantly you can look for Provincial nomination program (PNP). In latest PNP specific draw we have seen lowest ranked applicant had 673 points, it was mind boggling score because after approval pnp alone gives a candidate 600 points which means that person had only 73 crs score!! So, 359 score is a much better score and if you just try little more smartly then I am sure you will find a way to get through.

Never lose hope, no matter how bleak the outcome might appear to be because hope is the thing that keep us up and running to achieve our dream in life.

For Ontario PNP nomination, minimum CRS score needed is 400 I believe. Also the minimum CRS score to apply for PNP differs for different province. Correct me if I am wrong.
