So thing is whoever created EE profile after oct 19th with 439 or lower won't get an ITA.Pls correct me if I am wrong.

As per my understanding, it means that the latest profile which got selected has been created on October 19, 2017 at 12:02:28 UTC. If a profile's score is 439 (only 439) and has been created after the time mentioned, will not get ITA.
So any profile with a higher score say 450+ will not receive an ITA if created after Oct 19th, 2017?
Profiles with higher score are bound to get the ITAs. If a profile's score is 439 (I mentioned it as it is the cut off), it will not get ITA if created after the time mentioned.
Congrats on the ITA. I have CRS 456 but I still didn't get an ITA. I know I need to be patient, but when did you create your profile?

I created my profile on Nov 6th 2017. Just a few days back, because I had to update my IELTS score. Instead of updating I just submitted a new application.
