I don't think so.
There now are only 594 OINP nominations left as of October 10, down from 988 on September 11:

Only 394 nominations were issued between September 11 and October 10, compared to 1006 between August 8 and September 11, or 13.5862 nominations issued per day this between September 11 and October 10 versus 29.5882 per day between August 8 and September 11.
There will be only up to 300 Nova Scotia nominations this time around, and they take a few months to be issued, so we won't see the effects of this very small number until early next year.
