oh dear... is your FBI PCC already in progress?I declined my last ITA (deadline was September 27). Thankfully I got ITA this time. But funny thing is I am STILL not ready to apply. STILL waiting on the FBI PCC. Right now it will take 14 weeks for an FBI PCC it seems. So here's to hoping I dont have to decline AGAIN.
It depends which country you're applying the PCC from. PCCs issued from certain countries clearly states the validity of it which may be less than 6 months. always good to check...during eligibility check , the case officer checks your CRS points 'on that day' vs ITA points issued, if he finds any variance( less than ITA) , there is a chance to get refused.. getting refused is fine, but if you get any 'misrepresentation' then it is more trouble.. i would decline ITA and wait for next draw, since i know for sure i get additional points..
regarding PCC ,
if you lived in country cumulatively more than 6 months, and you are of that country now.. PCC received after you leave the country is valid forever.. ( but if you make a visit again, even one day, then new PCC is required )
If you are applying from a country currently residing on, PCC should be within 6 months at time while submitting application.. ( after ITA)

I have total of 1950 hours under same job and organization. Will CIC count this as 1 year experience? Also, I have 7 months regular full time exp from May 2016 to dec 2016 under same job but different organization. Shall I add that exp? will it be a help? Thank you.
