Funds in your wife's account should be enough considering, she is coming with you. I guess you'll have to furnish marriage certificate, a letter from bank and 6 months bank statements. Be assured, CIC requires funds to be liquidated at any point of time, if need be. Hence, I don't think so PPF would do you any good and even PF account for that matter.S

PNP doesn't obligate you to stay in that province forever. Being a permanent resident, you have a right of mobility anywhere in Canada. If need be, you can very well explain that you tried to find job in Ontario but couldn't get one. I can assure you, I researched enough on this. However, you will have to get your PR card and social insurance number from Ontario itself and then you're free to roam anywhere.
What is your primary skill so I can suggest you what they're looking for? Do you have a place in mind near Montreal you wanna stay? I'm asking this because I'm still very much convinced of pursuing express entry path.

You can only withdraw amount from PF account once you have resigned. I remember myself withdrawing PF amount 5 years ago and they took more than 6 months to credit the amount. Also, PPF has a locking period as well.
I'd say, furnish everything that can be easily liquidated such as savings accounts or fixed deposits etc. All the best.

FD - 5 lakhs (primary)
PF - 3.5 lakhs (primary + spouse)
PPF - 3.5 lakhs (primary + spouse)
Which means either PF or PPF or both are allowed.
Note: All values in INR (Indian Rupee)
