In my personal experience, SINP and ONIP doesn't require job offer.
Nova Scotia (Category B) and New Brunswick also have PNP streams that don't require job offer.
Nova Scotia category B is currently closed, but there is speculation that it might reopen one of these days. It was last open early in July for a few hours, and then it was closed due to high volume/system issues ...
