Looking at the timestamps on ministerial instructions from the 2017, I don't see orders issued past 13:24 eastern / 17:24 UTC — I'm not sure what a typical posting delay is.

In 2017, the vast majority of timestamps are around 12:00 UTC.

I think waiting for a draw is the most difficult at the moment.
