Yes, of-course. You don't need to have a masters degree if you already have good points. The minimum criteria is:
1) you should be in the Express entry pool.
2) your CRS score must be above 400.

Good luck everyone for today's draw,
my crs is 431, NOC 2171 with 5 years experience, i submitted my profile on July 6th, and passed only TEF (Got CLB 10), and no IELTS so far.
I still didn't receive NOI from Ontario, do you think it could be related to the fact that i didn't take IELTS?
