I do not agree with your point, if you are married as a legal (of course you have to show marriage certificate) you can get up to 10 points for wife's or husband's ECA. But the number of draws might not be changed as already 43,456 ITAs are given in previous 12 rounds, and if we add 25% as rejection factor of ITA to total planned values, assuming 25 draws this year also, next 13 draws will have approx 3200+ ITAs to achieve planning values.
