Thank you for taking this time to make it clearer. From yours, I can see that I'm on the right track and have applied for the right one (Canada)@unicorns .. Please check the WES website for following:
1. The evaluation takes about a month roughly (specially for degrees from India)
2. Make sure you applied on their Canada page (https://www.wes.org/ca/eca), because the ECA is a separate evaluation package for Canadian Immigration (do not get confused by USA education evaluation or Canadian Education evaluation). The WES site is pretty specific about that while you are applying as well.
I bring up point #2 because you mentioned that your current status is "Evaluation - Document by Document (Initial Application)". This should not be the kind of evaluation needed for Canadian Immigration ECA. I had to get my spouse's evaluation done and I too almost made the mistake of getting a document by document evaluation.
You can check what you requested for when you log in to WES.ORG. As soon as you log in, the My Orders section should list the service level as "Service Level: Educational Credential Assessment (ECA)"
In case, as noted in point #2, you had NOT requested the Canadian Immigration ECA package, call them immediately and find out what you can do. I am not an expert in WES processes unfortunately, but can only pass on my wisdom of my experiences.

Status changed to Documents Received - Review In Progress: Apr 14, 2017

Just a quick question, most of people on this forum (almost everybody) take IELTS rather than CELPIP, is this because IELTS is simply easier to score? or is it because they are not in Canada and don't have access to take CELPIP?
Also, any hope for 403 if there are more than 2 draws in May....................?

So basically it means they send out (roughly) 4000 NOIs when their quota is 2500 and then the first 2500 who respond are processed and the less are left high and dry?!
