Younger people definitely get more points but that doesn't mean older, highly educated and more experienced people don't stand a chance in Express Entry. It'll all depend on Canada's immigration quota and the number of people in the pool.

Moreover, if they wouldn't choose applicants below 400 or 415, they should have increased the first requirements of 67 points to enter the pool. However, I can understand that they are likely to be chosen from PNPs, but then again, the PNP requirements are specific and it is still easier to immigrate to other countries with CLB 7 in IELTS and more work experiences. Canada, requires more immigrants, and our dream is to settle in Canada, therefore, I believe, they will eventually decrease the CRS Cut-off soon in order to fulfill their needs and we'll wait as well to make our dreams reality...

About WP, your current WP is an Open Work Permit, its mean that you can work where you want for who you want, and you can do any job that you like NOC A B C 0 00, but when your WP expires, you need to apply for PR (for example Express Entry) or your employer must apply for LMIA, if he gets positive LMIA you can only work for him, and do job that he applied for in LMIA

I dont have enough points for EE, but i do for New Zealand ;p so yes, Canada has a bit high expectations ;p

If you have enough points for NZ then you must have enough points for Aus as well, and Aus takes less time and hurdles too... For example, the proof of fund part, they only see whether you've the amount in your account at that time... and do it while asking for your PP... The only longer part is the assessment, which takes about 3 months...

They don't have any grudge against below 415 but it doesn't matter if they do or don't.
What matters is CIC wants to pick up the cream from the bulk..why would they pick people < 415 if they can have some > 415?

If you are looking for someone to work in your company..and you have to choose only marks as the only criteria..why would you hire someone with 70 marks if you can hire and fill the requirement with 80-90 marks :)

End of the day < 415 folks are taking the hit either way..so no matter CIC wants it or not..< 415 are being grudged :D

Why should we expect score to go down?

Seniors,

2016 saw a total of 33,782 ITAs being issued. This year in the first 10 draws within first 4 months, we have already seen 35,000+ ITAs.

Why would the number of ITAs in subsequent rounds not go down? If I look it from a data perspective, I would think that the number of ITAs would go down to keep the score at the same level, or maybe even raise it.

What am I missing here?

The CRS will be at <400 in the next couple of months.

First thing, quotas were lower last year for economic migrants. Some 20k+ quotas were allotted to refugees because of the huge migrant outflow from Syria. This year they have reduced that and allotted most of it to economic migrants.
Secondly, pre-EE paper based apps were pending in 2016 because of which cic was apparently unable to process more, hence the low ITAs sent out. They have declared those to be completed end of 2016. So now it is only through EE and hence the high ITAs.
