CIC is significantly changing their point based system and the decline in scores is simply a result of such steps. CIC wants to make its process more transparent, fair, and swift, and therefore, has changed its rules to accommodate Job vs Education gap. This was deemed important to truly reflect the HIGHLY SKILLED WORKERS which in the previous system was more focused on Jobs rather than other Factors such as Education.
The second important thing is that CIC now aims to merge different schemes under Express Entry and targets to issue 100,000 ITA's by the end of this year. The first quarter of 2017 have issued more ITA's than the full year of 2015. In July the new scheme will be issued which includes proposal to Determine Score for Each NOC, that if approved will mean scores for common professions such as Accountants, Finance, Some Engineering and Medical NOC will be lower than those categorised as Rare profession.
All above developments are under discussion and will be enacted on the discreation of CIC. However, it is confirm that major positive changes are on the way which will have impact on the EE system. Finally, 2017 will have highest rounds than prior years (30 or more rounds) with record number of ITA's issued through EE.
Taking the new policy in account I have made the following predictions for the next 2 draws:
60th Draw on 26th April - Score 417
61th Draw on 3rd May - Score 410
+/- 2 depending on the additional applications submitted during this period. There may be an Easter surprise from CIC on 19th April, in that case Score is predicted to be 415.
