IELTS results dont impact much, almost every fortnighly theres an IELTS result and since EE Hhas started millions would have appeared for IELTS. So IELTS is out of picture..

Not entirely true, unless you already have CLB 9 or 10, pumping your IETLS from CLB 7 or 8 to 9 will have a HUGE impact on your score, like at least 20 more points.

I think he means the number of people who improved IELTS score is too small to affect the cut off.

You can get 58 points improvement with just one slight shift up of your IELTS score (from 3x9 and 1x8 to 4x9)

Depends, I improved my Listening from 7.5 (clb 8) to 8.0 (clb 9), so I have 3x9 and 1x10 and my CRS jumped 20 pts.
