Is it true for age as well..like if you get older, falling behind the cut off, in that post ITA period, you have to decline the invitation?
For every draw, the minister instruction says some thing like "Foreign nationals who, on November 16, 2016 at 13:12:45 UTC, have been assigned a total of 470 points or more", I think it means as long as you have enough points at that time point, you are good to apply for PR through EE.
