It's true that the new changes are going to weed out a lot of LMIA applicants. However, if you read the 2015 Year end report, the number of active LMIA applicants (600+ CRS) are very few, only around 851. While the range of 400-449 has 13,537 active candidates.

With the upcoming changes are heavily in favor of CEC applicants, I bet at least several thousands of applicants from the 400-449 group will join the 450-499 group which was also the largest group that received ITAs (11,222 ITAs out of total 31,063).

I hope they don't forget about bilingual candidates as well :)

Help me understand as to why people here are saying that the cut-offs will come down. Didn't the immigration minister say that they are going to award more points to international students? So if the 400-450 range people move into the 450+ range and similarly the 450+ guys who had Canadian education get more points, doesn't that mean the cut-off scores will move UP and not down? So what's with everyone saying that CRS will come down from September onwards?

Looks like difficult times ahead for SINP applicants with nominations void after province relocation.
I just read it here -

pnpcanada.com/2016/09/19/sinp-voids-nominations-to-immigrants-for-province-relocation-pr-status-may-be-removed-soon/

Now what province to choose :)

Look at this video a bright news canadian minister is looking for higher number of immigrants in coming years and much more bigger immigration program in which the lawyer replied that if the scores go to 400 than you dont need it because there are thousands of applicants in 350-450 range which means the scores will go down as government wants more immigrants.

Because people don't like to use facts and stats to make an educated guess, I've said many times, the points will not drop down. The Minister has clearly said that he wants more immigrants, but CEC applicants mostly, so he will give them more bonus points, not decrease the cutoff score.
