Im pretty confused about how invites are issued. If the lowest score is 449 and there are 5000 people that are invited, do they just skip over thousands whose rank is higher than 449 according to the distribution table? Another question, I made my profile on the 15th of March, is there any possibility I may have made it for this draw on time? My CRS is 474. Would greatly appreciate if anyone could answer.
 
Yes you are eligible for this draw as your scores are higher the draw. you will surely get invitation today or tomorrow as it takes 24 hrs.
 
Received the ITA about half an hour back. My CRS score was 479. Congratulations to all who received their ITA today.

I had created my profile last year in April. At that time my score was 449 and I was hoping that I may get an ITA someday if and when the cutoff score falls. But, in this March I completed 1 year of work ex in Canada (I am here on a WP) and gained 35 points (lost 5 last year in Aug on my birthday). And thus, got the ITA under CEC today. Hope that helps.

Not all are eligible for CEC, those thousands are FSW or PNP candidates. And yes, u will receive ITA from this draw, tie-breaker date only apply to people with 449 points
