It says there has been a decrease in arrivals. This means nothing officially. Of course, there will be fewer arrivals due to the travel restrictions as Outland COPR holders are unable to land now (except for those who got their approvals before the 18th of March). I think the travel restrictions have something to do with FSW candidates not being drawn. Think about this, IRCC must already have a huge backlog of FSW candidates who are yet to land in Canada, conducting FSW draws will only add more people to this backlog. I expect the travel restrictions to be lifted soon. As soon as they are lifted, FSW draws will resume.
 
I agree that the article talks about the number of arrivals mostly.
From what we know of the canadian immigration system, I have no doubt that if they wanted to postpone FSW draws until next year, they would have clearly communicated. They would not want to be under criticism for wasting peoples time and money. The reason they are quiet on the subject is because 2 weeks is ample time for the situation to get better than before. In another 2 weeks or a month as travel restrictions are eased they may transition back to FSWs.
Im not trying to give you all false hopes. It is just a logical deduction.
 
I think even though the borders open, Canada might impose restrictions on certain countries like the US did on Brazil due to the high number of cases over there
I cannot speculate about current situation in Canada but here in the states its business as usual in most of the states. I live in Florida and our state is completely opened including bars, salons, restaurants etc and we are seeing a steady decline in cases and deaths. Sometimes I feel like Canadian government is being over cautious.

Not sure how on earth you came to that conclusion from reading that article. It just talks about potentially decreased numbers of immigrants entering Canada. Not which types of immigrants will be invited in the future. I have no doubt that once travel restrictions ease a bit in Canada and elsewhere, FSW draws (general draws) will commence again. And the opening up is already happening around the world. Let's see what June brings.

Good question haha but its a very recent development and may extend to many more countries like India. At this point it is pure speculation though.
 
I think Canada should ban Americans from entering Canada when they lift the travel restrictions. The US has the highest number of infections and it does not look like it's going to be stabilizing anytime soon. I don't think this is going to happen though.

Yeah I dont think they would do that, they definitely do not want to hamper the relationship with their biggest and powerful ally
