As someone who has gone through OINP Ontario seems to have a window into CRS scores FSW draw or range of scores.
January 2018: Retake IELTS, create account immediately get NoI from oinp. Don't want to take Ontario path as my CRS is 436 and EE draws are running 441-445. April 2018: Reluctantly accept Ontario nomination as CRS doesn't come down on the last day, submit all documents.

Those 45 days are for NOI expiry, they need to submit the application before that and the 2-3 months of processing time starts after submission so there is a potential of 6 draws happening before people who received NOI today start receiving nominations and the most important thing is that the EE profile has to remain in the pool to get nominated and if someone receive ITA, their profile is out of the pool. Score will drop a lot in 6 draws if they all are CEC only, high 420's maybe.

Tomorrow there would be a PNP draw as well or just CEC?

I am guessing both PNP and CEC draws just like April 9th draws.

Does this mean your 11 month + 1 month of being laid off = 1 year of experience ???

I have the same situation.
No laid off time doesn't count unfortunately. It is for those people who will continue to work after ita and will havr full 12 months when applying.
 
No draw happened today and IRCC was unpredictable again.
 
Draws have been irregular since the pandemic started, I am sure PNP/CEC draws will happen Thursday/Friday.
I have no doubt that PNP/CEC will continue at least this one month.

From April 21-May 11, 2020 I was not working. Unfortunately, my employer decided to terminate my contract on May 12, 2020.

When I asked HR for a reference letter it says Employed from Feb 18-May 12, 2020.

My question is: Am I able to claim work experience from Feb 18-May12, 2020 based on the Letter or should I only claim from Feb 18-April 21, 2020?

It depends on the Proof of Employment documents that your employer is willing to provide to CIC for your application. If they agree to justify that your work for them had lasted until May 2020, CIC will just take that as a valid period of your work.
