Yes you can and you must notify OINP of the changes. However, your $1500 is gone for good
It is gone for good anyway. But accept FSW invite would save me time, right? I mean that would be the right option. I submitted the fee because I didnt wanna chance at 468

OINP has been fast in processing applications in recent time . Less than 2 months . Ultimately, time is saved if you get a direct ITA and mobility from province to province is guaranteed

If it is yet to move to the assessment stage, you will get a refund

If you are hopeful, can you tell me why it has been a month since a FSW draw took place (apart from CEC and PNPs). If truth sounds hard to you, then better stay off track.

I am not refuting or believing you, but bar council members/staff do not represent the Govt. The bar association is where lawyers get a license to practice in that province. The bills are not passed or modified by them.

These are uncertain times. I kindly ask everyone to refrain from spreading rumours and half-cooked stories here. If there is anything we should know, IRCC will let us know. With the upfront medicals suspended, maybe they are coming up with a way to process the current applications efficiently. They will try their best to meet the 6-month processing time; however, there is likely going to be a delay as they can't run background checks due to the pandemic. It could also explain why we had a CEC and a PNP draw instead of a regular draw. This does not mean they are stopping FSW or regular draws altogether. We do not have any information to support this. All we know right now is IRCC has confirmed the rounds of invitations are still happening.

We have five Wednesdays this month which could also explain why a draw was skipped. Looking at the history of draws, there have been several times where the draws were skipped. While this caused a spike in the cut-off score, it was temporary. I suggest everyone to stop panicking and focus on something else until we have more information. Be positive.

If you have already created EE profile.
Go to personal details section, under that you will find funds.

May I ask, how does a standard draw look like? Let's say they send out ITA to 4500 applicants, does this mean these 4500 applicants are a mix of PNP, CEC, and FSW?

Difficult to say what they intend doing but we are hoping that a general draw is held. That seem to be A better option for everyone.

I do not think so. You see, the problem for everyone is getting their documents ready. FSW candidates usually have more documents to submit and live outside Canada. Canada does not have any control over other countries. So, even if they do an FSW (or even a CEC) draw today, it will be extremely hard for most candidates to get their documents ready within 90 days. I heard that they have increased the time to submit the documents from 60 to 90 days.

So, from their perspective, they might monitor the situation closely and conduct draws as they see fit. It is too early to say if they will increase the ratio of PNP and CEC invitations. As per the stats released by IRCC, most Express Entry applicants come from India and India has been on lockdown for days now and it's not ending for another few days. I am saying there is a possibility of a delayed draw but it will happen. I am positive we will know more this week.
