I think if this is a significant issue, IRCC should be alerted and do something about this already.
I think this is already happening to a certain degree with CEC candidates declining ITA's because they did not reach their required work experience yet, some people have already decided to decline their ITA's in this thread alone. I think the 4500 draw was make up for this otherwise they would have continued with 4500 ITA's in the latest draw too and the draw size jump from 3500 to 4500 was a big one.

Imagine a group of dedicated people creating a large number of fake profiles and flooding the pool with them and completely messing up the system. They would have a year to keep declining ITA's and this is 100% possible.

Okay, I'm imagining it. But what evidence do you have that it's happening? And why would someone do this? It makes no sense. There's no vast conspiracy of fake profiles stealing all the ITAs.

People declining because the system invites them early may happen but I doubt it's that widespread, or having too big of an impact. IRCC has a target number of invites per year, and they will invite enough people to make up for the small number that decline. The same number of people will get PR regardless of that person declining, even though I agree he shouldn't.

I am not saying its happening and I am pretty sure all EE profiles are genuine, its just that messing with the system in this way is definitely possible.

Also, just speculating about the 4500 ITA draw, it could have happened for any reason.

Guys, my individual CRS is 472 (29yr old, masters with 3yrs experience, IELTS, 8877(RLWS). However I'm married. My wife has diploma n degree(two or more degrees).. so, after a lot of persuasion answered IELTS and scored 6.5, 7.5, 7, 6. (RLWS).

now our combined score comes to 468 which I thought would be enough but last 6 months the cutoff has not touched it. we waited bit too long I guess to act up n finally decided that she need to appear for IELTS again this March 21st, whose results will be out by 5th April.(so missing the draw on 1st April) if she scores 7877 (CLB band 9), our score jumps to 474...

even if everything goes as expected, we get just one draw to apply on 18th April. after that I turn 30 n loose 5 points effectively settling for 469 again. :(
even worst is, April has 3 Wednesdays. as per the history of draws, whenever there are 3 Wednesdays in a month, one of them will be FST draw.

If I apply as an individual, I might possibly get an ITA next draw but her individual score will be 462 ( assuming she scores 7877).

I know that I can sponsor her after I complete 1 year in Canada but leaving her behind for 1 yr is not an option for me... Is there any way I can apply as an individual n take her along??(maybe on tourist visa?)

is there any possible way we can crack the system?? WHAT SHOULD I DO IN APRIL?? TAKE THAT ONE SHOT ON 18TH AS COUPLE OR APPLY AS AN INDIVIDUAL BEFORE THAT N GET THROUGH N SOMEHOW GET MY WIFE ALONG (IF I CAN, HOW??)!!!
Get into the pool with spouse non-accompanying, get the ITA, wait for spouse IELTS, and update PR application to spouse accompanying if the new score > your current score?

Nobody can tell exact reason for 4500 draw but it is the fact that CEC applicants are usually declining ITA because they haven't met 1 year or 2 year completion criteria. They get points 1 month prior to their completion(unless their employment started on 1st of respective month) because in work history they put month and year not date month and year. So for person with 475 points if his/her employment started at 15 March he would have declined 1 ITA on March 04 draw and accept ITA on 18 March. If his/her employment started on 25 March, ITA would have declined twice for 4 March and 18 March draw and accept on 01 April.

As applicant put in work history, Starting March 2019 so system gives him point on March 01 itself. All lawyers suggest declining ITA before completion of exact year or two year.

So there is no doubt that ITAs are wasted on every draw. We can hope bigger draw or B2B draw or 3 draws in April(3 Wednesdays) Only CIC knows actual no. of ITA accepted and wasted.

I don't support conspiracy of fake profiles to keep score high on purpose but ITAs are wasted thats the main reason of inflation in pool.

Have her max out IELTS and get to 474. That's your first priority for now. Because as it stands there's nothing else within your control.

Don't apply separately. I made that mistake and regret it a lot. Thankfully my husband and I both had high scores so we didn't have to sponsor but it was very complicated.

I had started at 388 when Express Entry started. Then I struggled to get 8777 and finally score reached 435 but minimum CRS cut off for 2019 was 438. In between did a PG diploma. By that time IELTS expired. Again wrote IELTS thrice and got 8.5 8 7 7 after EOR. Finally settled at 468 now. Married with a kid. Adding spouse is giving 462. So applied as spouse not accompanying.
I am also in similar situation. Individual CRS score is 459 and with wife 455. But don't want to apply alone. It's better if both of us get PR.

The declining ITA dynamic occurs because of the tie-breaker rule. people are incentivized to have been waiting the longest. so they run the gauntlet by preempting key milestones. not cool... hopefully problem is not as widespread as I think..

on another note, apparently the deadline to submit application for PR is now 90 days (increased from 60)? might be old news but I have seen people here still quoting the 60 days..?

only 60 days according to the current system.

They want to incentivise people to be ready and prepared to submit their application soon after receiving their ITA. Giving them an additional 30 days delays the entire process, they feel like 60 days is sufficient to provide the documentation required. The applicant should already have their dossier ready for the most part prior to obtaining their ITA.

I do have hopes that score will at least touch 469, but can never be sure. With B'day in September (enough time), I hope I get through. Is anyone doing internal tracker?

Last 469 was in December .. so i'd say u're ok , dont lose the hope . I understand there's nothing more u can do to increase ur score . Im in the same boat but 28yo and CLB 9 , giving IELTS again to increase half in L or W then CRS becomes 471 .
