Pretty much impossible. #133 had tie breaker on November 14. In order to lose out to the tie breaker you would have had to create your profile between November 14 and December 19. #134 had tie breaker December 27. So anyone registered in time to lose out on #133 had registered early enough to not be affected by the tie breaker for #134.
i think you are missing an important point here.tie breaker is only applied on the person who has CRS equals to the cutoff of that particular draw.133 & 134 had different cut-offs.
think of it this way.Someone created his profile on Jan 6 and has CRS equals to 473 so he lost the tie-breaker in 134th draw.If the cutoff for 135th draw is again 473 and tie-breaker is applied at Jan 2, that person will lose again :/

Same happened last year. Think that’s why the assumption is the same for this year.

Although Express Entry draw is unpredictable and often IRCC surprises everyone with an additional draw or skipping a draw, the expectation of 3 draws in Jan 2020 is based on last years trend analysis and their targets set out as part of their multi-year immigration plans.
