Nobody said the average CRS cutline will drop in 2020, but we are 90% sure the lowest CRS cutline of a year appears on Dec or Jan.
It is an assumption based on past experience:
1. There are always 2 draws per month. If the 2nd draw of Dec sits between 12.24-12.31, IRCC will do it 1 week ahead. (B2B draw lowers the cutline)
2. The cutline is usually lower in Jan since the PNP of the new year is not kicked in yet.
