No. These applicants will have to first submit their applications to Ontario immigration and it takes 30-60 days for processing. Once their files are approved, then only they'll get 600 points and enter to EE draw with updated scores.

I guess OINP has also set the cutoff of every draw to 439

Oh that's really disappointing. I'm feeling sorry for you. If possible try increasing your scores with ielts or education.
I got the OINP invite today. I am currently at 453 and will be going to 471 tomorrow. So i think i'll be through in the next draw.

You will get in the next draw for sure. OINP is just extra processing for 2 months and additional $1500 cad. No advantages.
@simranj72Same situation here when I went for my medicals a month ago, I disclosed the surgery I had. The doctor here told me that it's fine as I don't have any complications from it and I should pass the medicals.
Also, they had sent me a courtesy lab report of all the tests done, X-ray, they just did the routine stuff, nothing about the surgery.
Anticipating the MEP update this week or the next, can tell you for sure by then
Confirmed, my medicals just got cleared, so the surgery I declared didn't matter!
