I did not have one-year work experience while the score was around 443; I got 443 while the scores became 450. I got 465 and now the scores became 470. Is this a sign that God wants to show me...

So sad
at 465 there is absolutely no doubt that you will surely get an ITA in the next draw. I would start collecting documents if I were you.
 
Is there anyone here for whose who under 470 qualify for ONIP Human Resource Capital Program?

2 days away from the 2nd anniversary of the best day on this forum for express entry applicants (May 31, 2017 - lowest ever cut off draw - CRS 413), CIC does the worst draw in almost 2.5 years. The last time CIC had a cut off worse than today's for a non program specific draw was on Dec 22, 2016.

Looking at the current trends, unless there are 1 week gap draws or increase in the number of ITAs, we are going to see cut offs in the 460's and 450's for a good time now.

Seems like CIC is setting a new target of CRS 450 for 2019 like they kept CRS 440 for 2018 other than an odd draw in Dec 2018. The only hopeful thing in this is that there could be an odd draw with a cut off in the 440's sometime this year.

Applicants applying with no Canadian experience should be targeting to get an additional degree if they have only a bachelor's degree. IELTS CLB 9/CLB 10 with Bachelor's degree won't help in the current situation unless you have French skills.

With 456 I thought of getting an ITA but with last FST draw of may 15 th and with this high score draw of 29 th I think its going to take a while sometimes in July,,_______

Additional degree will take an year atleast. Do you think cutoffs will stay in 470's or will go to 490+ by then?. Considering 2021 is the last year of EE there might be a last minute influx of people

Candidates from the Federal Skilled Trades Program, were eligible for this round of invitations.
No program specified means anyone be Trades, CEC or FSW is eligible. But trades candidates won’t typically have such a high score. Remember the draws for trades are usually in the 300s.
