I strongly believe that there must be an error somewhere. With those details of your, you should easily score 460-470.24 yrs old, 3+ work exp, CLB 10 in IELTS? How does that only give you 441??

I have submitted my Express Entry profile on 12th April 2019. I made a NOC update 2 days back and the current status is "Update not Submitted". My CRS is 462.
Will I be eligible for the draw?

Lol..Exactly! It seems like that always. I've been influenced by such situations quite often. Now, I've such a feeling that for every task, which belongs to me, the processing gets delayed comparatively to others.That will be probably after you are through with your PR process and watching these threads just for fun and guiding other people. You have a valid point, even i have heard that they prefer people with PR only. No point in giving offer and having to wait for 6 months before we can join them.is there any point in scouring through the job bank?
many of the jobs i checked had a requirement for work permit.
why would companies even offer me a job when i could only be joining them after 6-8 months (PR processing time + notice period in current company) ?
