I'm arguing with you because you don't seem to understand that LMIA is not required only for specific exemptions.
Not anyone with just a job offer can claim points for arranged employment.
And thanks for sharing the email quoted below, but I don't see any reference to an LMIA as you previously claimed, saying that CIC told you it's not needed...
If you assumed LMIA is not needed for any job offer just because it's not in the list of bullet points in the email, that's because an LMIA is a separate document and procedure. It's not something that's just included in a job offer letter by an employer.

If you apply with a job offer for a position that's not specifically LMIA exempt, and you don't have LMIA, you won't get your 50 points. Just sayin'.

my crs is 444 But dont know when crs will come down. Really worried. My journey begins in jan 2018 after three attempt i got desired score 9,8,7.5,7 LRSW. after that my eca report was stuck with wes . Took 4 months. Got my report on 4th feb on 30 jan crs was 438. But after January suddenly increased to 457 .Now waiting waiting for my turn .Nowadays things are not easy nobody can predict when crs will touch 440. My best wishes with all the candidate who are waiting for their turn .Good luck and stay positive. One day door will open for us to start New journey.

I hope you meant 61 PC growth in immigration. There is no way they had 61pc growth in population, which would be close 180 million out of 330 million.

I've faced the almost same scenario! Attempted IELTS twice, received ECA on Feb 1, after overall 5 months, made EE-profile on Feb 5. So this way, I missed the Jan 30th draw. Now waiting for the ITA since then.

Its not the Population growth but the real reason behind score going up is PNP invitations. Almost all of the provinces have issuesd good number of PNP invitations which in turn have risen the number of high scored candidates in the pool. This situation shall improve during Mid year as the PNPs will get slow. Just wait and pray for your number (or Improve your score further if there is a scope ) .. All the best to all..

Nope. Real problem is that yet again you don't fully understand what you read. That's the core issue here and the trigger of your misinterpretations.
When I say "If you apply with a job offer for a position that's not specifically LMIA exempt, and you don't have LMIA, you won't get your 50 points.", I don't mean you personally, don't flatter yourself, I'm not talking about you. Not interested what you do with your application.
"You" = Any applicant.

And congratulations for having enough points, just don't run around experimenting on people your obviously false interpretations about rules. You've been doing that for a while.

You need to apply to Indian consulate/embassy servicing your area in the US for PCC. The webskwe will have the process each consulate have their own differences
