Till last year Ontario used to issue NOIs to fresh profiles. I know this year only 2 draws have been performed by Ontario and both of them have picked 1 year old profiles who match their NOC and CRS requirements.
Still are you certain its going to be like this way in the upcoming Ontario draws? Does Ontario usually change its early year trends later in the year(speaking strictly with respect to profile creation dates)?

You don't know if you met the OINP criteria of selection due to your CRS being 439 and your CRS could go down to 425 when you add spouse after NOI. So it is a risky element.Hey,
I emailed and called ontario nominee to inquire about this and got a response back that applying as accompanying spouse for onip after receiving the NOI is perfectly fine as soon as you met the criteria when NOI received initially
This is the situation for over a year now. That's why the cut off never went below 440 in the last 14 months except once when they did the draw with a 1 week gap which ensured the number of applicants who enter the pool with higher scores were less.@linhmaidz What is scary for people with CRS < 440 is that in those 7 days there were 1,697 people who entered the EE pool with scores > 449.
Here is the math: we know that 2203 (=284+1919) people for sure had CRS > 449 as of Jan 3rd, that leaves 1697 (=3900-2203) people who got added after Jan 3rd, since cutoff came to 449 while accepting 3900 total applications.
If this is normal then every 3 weeks there are about 5,000 people with scores > 449 entering the EE pool. Even if you assume a downward swing of 1000 or say even 2000, this still represents a formidable obstacle for people with scores below 440 (I am one of them)

Unless applicants who have gone through these scenarios state it out, others are left in the lurk not knowing what to do.I have never heard what will happen if you say that but i saw many posts stating that saying you are entering the pool as having a non-accompanying spouse just to be able to meet the cut off requirement may net be accepted by CIC. All the comments seem to assume CIC do not accept the reason as a genuine (ethical) one. But its just an assumption.
I wish if we can get a comment from some one that managed to get his/her PR application approved despite stating they left their spouse for CRS increasing reason. There is no rule or law explicitly mentioning how such cases are treated (at least to my knowledge).
To add one more case i came across recently, some people stated that they have managed to add their Non-accompanying spouse to the PR process at the "Passport Submission Request" stage, just before the PR is issued. The PA's CRS was not recalculated and if CIC was to recalculate the CRS with the spouse as accompanying, their CRS would have been found to be below the cut off at the time of the round they got their ITA. They stated that they were only asked to pay the required processing fees for the spouse and their kids. I hope we will learn more about it when more people having similar cases share their experience.
