Personally I haven't heard of such a case that someone does not receive the ITA despite his score above the cut off.

October-2018 Draws(both) were on Monday ,so there might be a draw on any Day

Yeah, that's true. But the reason was there some technical problem they had, and couldn't conduct the draw on that Wednesday because of that.

Well, if you don't count the ones who comment "I have 460+, but no ITA" right after the draw

Since no draw today, the minimum CSR would be more than 450+ now onwards and it will remain high in 2019.
..less than 444 would be a big dream, Unless CIC will make few frequent draws to clear up the queue.

as per the volume analysis it is true that this time there would be 10000+ profile having 440 + and minimum 4000+ on 450+

so 450+ is very likely and it will remain high this year...
