As per the list mentioned here, Monday doesn't seem to be public holiday.

I think IRCC is considered a Federal Government office so it should be closed on Monday

It hardly matters bro.even if the CRS is high this time Canada has high targets for immigrants till 2021. Even if you run away they will catch you and make you migrate!Then the cut off will increase right

Since the day i started prepping for Canada PR a mere 2 months ago, i have heard about countless people trying for the same among my work colleagues and among my college friends, i even heard that a lot of my sisters' friends who currently reside in US, who are facing issues with their work visa, are also doing the same.

Although its a good news that CIC is targeting to immigrate more by 2021, the unfortunately demand is increasing at the same rate. My suggestion would be to keep pushing your score as much as you can.
