Buddy, I sold my car and pledged my wife's gold so that me and my spouse can take IELTS as many times as necessary to crack this. We booked about 11 slots and used 7 till we got there over a year. We have 2 kids and getting them to a better country was all that mattered.

This is just a part of my story. There are others who have gone through so much more. There are people who struggled and got the ITA but could not apply because they failed medicals - Imagine!

Anyway, to each his own. If you do not have money - Beg, borrow, steal - but game on!
(Actually, don't steal you wont get a PCC when you have to do your AOR)

you are a warrior.. good job...I also believe in striving for what is really important.. It's quite difficult for us to travel in Iraq, all the way to another territory just to appear in IELTS, he missed the test last month at the very last moment, due to an official meeting. Convinced him to take it on 8th this month, coz I want those 3 points to get it over with. I will quote your story to motivate him

OINP’s spokesperson, Kwok Wong, said the likelihood of the minimum score continuing to drop below 400 will depend on a number of factors, including the number of eligible candidates in the Express Entry pool and Ontario’s labour market needs and priorities.

Wong said the Ontario Immigration Act grants the OINP’s director the discretion to set the minimum CRS score based on the following factors:

• Ontario’s annual OINP nomination allocation, as determined by the federal government;
• The federal government’s minimum CRS score, which establishes federal government Express Entry selection parameters;
• Ontario’s current labour market needs; and
• Other Ontario economic immigration related priorities.

In order to be visible to the OINP when it is searching the Express Entry pool, Kwok said candidates must indicate their interest in immigrating to either Ontario or ‘All provinces and territories’ when creating their Express Entry profile.

Doing so will allow OINP staff to identify candidates in the federal Express Entry system who have an interest in immigrating to Ontario

If you click on the info about 350, and read carefully you will see following:

Express Entry candidates targeted in this draw were required to have a job offer in Ontario.

So in other words, they have no need what so ever to call people with low score that are not already in Ontario.

Of course for everybody else they will find plenty people with CRS 430+.

And I agree, I have been sharing my thoughts on this from last May..... Why OINP need to issues HCP NOI when most of the people getting direct ITA are settling in Ontario......so they are using their quota for French, ST or Job Offer........

last year around this time i asked my wife not to take ielts or get her eca done as my score was already 417 and the score a couple of months ago went down to 413. times were good.

Quebec is targeting all French Speakers so good way for Ontario to target them through this route.
