As far as I know, any TFW and international student under PGWP, who have passed PR application to CIC, got their file number and their permits are expiring within four months can apply BOWP.
I'm not sure if they are under implied status if they can still apply for BOWP.

Hi Har, Thanks for your information, have moved to a new address after applying for bridging work permit, I have sent a paper application to cic. I live in Calgary, hence i cant travel, will have to call cic to change my address.Har26 said:The best advice is to call cic at this number and take their advice :1-888-242-2100. There is a case processing centre in Vegreville, alberta also. If u think is not far from ur place and u can drop the additional information there too.. Better to cal this no for right advice.
