I have question if i will apply My Ainp in january 2019 in skilled worker catgory noc C. When i will get a approval of my Ainp under new alberta programm.

NOC C is not a skilled is a semi skilled but you are qualify for that you need language test minimum score clb 4 and 1 year experience in your current occupation

Maybe maximum 3 months waiting time for your approval if apply on January 2019 most likely you approval on April 2019

but i have already 13 years of experience in same catagory.
I have already applied ainp in skilled worker in this year but due to work permit it was decline.

I appiled my application in March 2018. I have file number from AINP already under EDS International graduated. I got an open work permit. If I plan to change employer while the application is in process, how will that affect my application? because I find another job offer, same position and has better pay.

Yes you need valid work permit while you’re application on process to be qualify
