I don't think the last 5 digits of file number have anything to do with the number of applicants. I got my file number this July 2nd. Looks like it is very unlikely we are getting the nomination this year since they reached half of its quota on the end of May...

Yes, you are right. I know two engineers who applied in december and got their nominations by april / may. Nomination is not first-come-first-served. I'm sorry for all the people who is taking the application date into consideration, but it's not as easy as that. They give the nomination depending on the job and the area where you live. My immigration representative told me that she had 2 nominations for 2 clients who applied on February and April. At least one of them is a doctor. The other one she didn't tell me.
