Citizens of other countries, which permanent residents essentially are since they have not yet recieved Canadian citizenship, may join the CF under specific circumstances.
As stated on the CF recruiting website (its amazing what a simple Google search will uncover) "Citizens of another country who have landed immigrant (Permanent Resident) status in Canada may also be considered for enrolment when the CF has need of their skill, when the position cannot be filled by a Canadian citizen, and if the national interest would not be prejudiced.
You will notice that Bill C-24 allows for expedited processing times for Permanent Residents of Canada who have applied for Citizenship...
Seriously, what would be the need for this clause in the bill if they did not allow PR's to enroll in the forces? It's kinda self explanatory...
