Quick Question About Waiting Process

After we submit the Spouse Sponsor Application (Outside of Canada) there will be a huge wait time.
During this time my wife is planning to come to Canada around 6 months before the expected decision of the application.

Is there any way that she can legally work (before getting application accepted)? Or does she need a specific work permit with an employer to do so?

yes, in order to work in canada during the waiting time she'd need a work permit and for that she will need a job offer. just like as if she wasn't applying for her PR.

if she was applying inside canada they would give her an open work visa at some point(after a log wait also) and implied status. but thats not her case.
