1) You can apply and get the passport outside the country anyways
2) Yes, assuming you have other travel documents

After you pass the exam, usually there is a 2-4 month wait for the oath ceremony. Once you do the oath ceremony, you give up your PR card and get a citizenship card. If you have a ticket to travel and are willing to pay extra, you can get a passport in as little as 24 hours or you can leave on your other passport and apply for a Canadian passport while you are outside Canada.

If you want to leave Canada, you will be asked for your passport as you board the plane. If you have no passport, how will you be able to enter another country? That is what he means.

However, doesn't have to be a Canadian passport. You can leave on your old passport.

Thanks for all your helps.
I do have another question to ask. About the oath ceremony, as Leon indicated before
usually there is a 2-4 month wait for the oath ceremony
My situation is I have to come back to work for the company in my country as soon as possible and 2-4 moths is such a long time. I am just wondering that if there are other ways else ?

CIC will send you a notice to you to appear and take the oath of citizenship at the citizenship ceremony. Can you go back to work and then come back for the oath ceremony (assume someone will leave behind in Canada to receive the notice and to inform you the date)?

Thanks. Leon.

It seems I have to come back Canada twice, doesn't it. The first trip is for citizenship exam and second one is for the oath ceremony. This way costs me much...Should I let CIC know about my situation ?

You can read Leon's response in another discussion similar to your case:

I had a similar thing going on when I was waiting for my oath, that is I was planning a 2 month trip. I talked to the call centre and they told me that immigration will not schedule these things at your convenience. You will be called for exam/oath whenever it suits them. If you can not make it, you need to contact them and convince them that you had a good reason for not being there. They will schedule you again at their convenience. From what I've heard from other people, that could easily be a year later.

You have 2 options; 1) Come back and do your oath or 2) convince the judge that you had a good reason and ask to be re-scheduled.

Sounds like you have to make up your mind if citizenship is important to you or not. It will not really help if you let them know about your situation. CIC feels that citizenship should be important enough to you that you will change your schedule to suit theirs and not the other way around.
