What your caregiver has in her possession now is a TRV (the W1 that is stamped on the passport) and the instructions of how and where to get her work permit. If she could come to Canada and get her work permit (usually 2 or 3 yrs depending upon the officer) and she goes back to the Philippines after staying a while, even if she hasn't worked for a year as long as you gave her a letter that you are allowing her to leave for a while then that might work in her favor.
