AINP will give you PR. The difference between a federal skilled worker application to get PR and an AINP application to get PR is that the first is a federal thing and the 2nd is a provincial thing. The PR you gain is the same. AINP makes you sign a statement that you are planning to settle in AB and I would say it's wise to land there and stay at least a couple of months to avoid possible problems but after that, you can go anywhere in Canada and do anything you want as long as it is within the law.
