Actually all of us are waiting for the travel restrictions to be lifted to go on January. But VAC are still closed. If we start our online class when can we get the passport stamped and move ?
 
So does that mean people who have done upfront medicals and didn’t complete biometrics

Yes that is very likely. They are examining eligibility right now.

This question was answered. We can travel as soon as we get our passport stamped AND once travel restrictions are lifted.

Should you start your program online and your visa is refused later, can you reapply for a study permit while studying online?
This question was answered in the last webinar. You can apply but the time you spend studying online without a study permit will NOT be counted towards your PGWP.

As I understand, the time you spend studying WILL count towards your PGWP if you apply before 15 September 2020 and you complete at least 50% of your studies in-person

It is correct. Feel free to listen to the questionnaire session of last two webinars. The official said "You are free to apply for another permit but the time you spend studying online without a permit will not be counter towards your PGWP if you apply before 15th of september.
 
Plase ask about vacs reopening clearly they opened vacs in usa where cases are high but closed in india.

Ok, you are referring to when a candidate reapplies. But for the first time application, studying online will be counted towards PGWP. From the day you start the course and not the day study permit is issued.
