Questions about student visa!! URGENT!!

Has anyone been successful in receiving a study permit from Mexico??. Can anyone give me any strong tips or suggestions on how to make a stronger application??..I was denied my first attempt because the officer wasn't satisfied that I had enough money for my tuition and living expenses even though I had my tuition and dorm paid in full, I applied for one semester and I paid all of it. I also had over $3k for food n stuff and then the second reason was he wasn't satisfied I would leave Canada after my studies, which I honestly don't even know how you can possibly satisfy them your going to return to your home country. Anyway, I clearly explained in my letter of explanation that I needed the permit mainly because the school required it and also because I was planning to continue my studies the following year to complete my 2 year program. Well, to tell you, even the international service people at the school were shocked when I told them I was denied my permit having met all requirements ( or so I thought). I am hoping someone can help me with any info or input from their experiences and/or any successful peeps from Mexico that acquired their visa in the Mex city embassy.

According to OP 12 http://www.cic.gc.ca/english/resources/manuals/op/op12e.pdf Sec.7.7 you would require $12K living expense money plus the tuition for the year. I assume that you acceptance showed that the residence fees were include in the tuition? I really think that 3K for living costs is not enough for the CHC

thanks or the reply pmm... I only applied for my winter term because I only had the funds for that term at the time, I also paid my dorm in full because I was going to stay in the college and I provided bank receipts for both my semester tuition and the dorm fees for that semester. I also provided a letter of intent from my godparents to provide financial support on a monthly basis, which I doubt they took into consideration. Well, how exactly do you prove everything is paid because since I was denied I missed my semester and now the school is changing my registration to spring, which is only like 2 months long. How should I apply again?. knowing I have Fall 09 just around the corner? and how to satisfy the embassy that I have everything paid and I will return to my home country?
