Hi, I am a 3rd year PhD student and I want to apply for EE. Now I have some questions:

1. Has you applied CIC before? I applied for PhD stream, but failed to get a file number. should I put a NO here?

2. How many academic years I have finished for my current program: I suppose it should be 2.

3. Is ECA certificate number equivalent to the reference number of ECA (from WES)

4. Standing at the end of the study period. I haven't finished my program, but I think I should be "In good study but no certificate diploma or degree awarded"(another option is "Not Completed").

5. Working histroy: should I put my TA and RA together? I think for PhD students, the TA experience is not continuous, but RA is. If I put them together, RA 20hr/week and TA 10hr/week, should I write 30hr/week for those months have both TA&RA and 20hr/week for those only have RA?

6. For my TA and RA experience, I am a full time student, should I put a Yes for the question "studying full time while doing this job"? Because I am a full time student holding a study permit, if I put a yes here, is it illegal?

7. System Error? After finished my personal details form, the status of it become "complete". But when I log in next time, it become "In-process". How can I fix this.

8. Register in Job Bank. According to the explanation of the CIC, I have to provide a profile number to Job Bank in order to link them together. But I didn't find any place to enter my profile number in Job Bank?

It is because you have not submit / transmit your EE profile to CIC. It could be a feature that CIC implements to remind the applicants that they have not submit their profile or could be a bug.

I submit my EE profile today, Actually, I have two years TA/RA work experience, more than 15 hr/ week. According to the CIC, I think I could get the score of one year full time work experience, because it is equal. but the system does not get me any score about the work experience. Do you know why or how can I improve my work history?

Canadian experience while studying Full-time does not count.
