Tough luck for OP then. International adoption as it is very challenging and expensive on its own. Navigating this issue would make it even more difficult.
In many cases adopting a family member that is not an orphan is just not an option. Canada’s goal is not to separate biological families or have parents feel pressured to give up parental rights because they want their children to go to Canada.
