Yes. Means passport is being stamped at embassy

But why eligibility is after ircc request for passport? Shouldn't they do the eligibility 1st then passport if eligibility pass?

That is normal. Even mine shows the same. I do have case who face such things and yesterday she got stamped passport. No need to worry about. I will receive my passport back mostly in next 2-3 days. Be positive as there is nothing wrong with it.
